The cost of product certification

There is no fixed amount for product certification. It depends on the quantity of goods: what exactly needs certification — one-time, contractual system deliveries, or serial production.

The certification scheme is another important factor in pricing. The type of product and its technological complexity determine which tests need to be conducted, how many prototype samples will be required, and whether additional inspection measures are needed. All of these factors affect the cost of services provided by accredited laboratories.

Stages and Timeframes

The timeframes, just like the cost, depend on the category to which the product belongs. The more technologically complex the product, the more tests will be required.

Obtaining a certificate goes through several stages:

  • Step 1 — Application review. Specialists study the characteristics of the product and develop an optimal plan of action.
  • Step 2 — Contract signing. Price is negotiated with the client, and a certification contract is concluded.
  • Step 3 — Product identification and testing. Samples of the products are selected and sent to testing laboratories.
  • Step 4 — Receiving and analyzing test reports. After receiving the test results, they are analyzed. If everything is successful, a set of documents is prepared for the certification body.
  • Step 5 — Certificate issuance and registration. The applicant receives the certificate, and information about it is entered into the unified register of the Federal Accreditation Service.

Frequently Asked Questions

01
Which names do not need to be certified?

According to the decision of the Eurasian Economic Commission , the list of such names includes:

  • Items or things that were already in use.
  • Samples for testing laboratories.
  • Single copies are not for sale.
  • Components for assembling products sold on the territory of the Union.
  • Exhibition or advertising samples that are subject to re-export.
02
How long does the certification of goods take?

This process usually takes about a month. The term depends on the complexity of the product category, quantity, as well as the features of laboratory tests.

03
Who should issue permits for import or sale?

The entire set of papers is collected by the applicant, and then transferred to an accredited body. The applicant is a legal entity or an individual registered in the Russian Federation who has the status of an individual entrepreneur.

04
What do I need to provide to obtain a certificate of compliance?

You will need copies, scanned copies, less often originals or certified copies:

  • An application indicating the name, scope, HS code of the product, as well as the name, address of the applicant, manufacturer, importer.
  • INN, OGRN, extract of the Unified State Register of Legal Entities confirming the applicant’s registration. For an individual entrepreneur — a copy of the passport.
  • Product passport, brochure, safety data sheet, specifications, instructions or other technical description of the product.
  • The label or its layout, a high-quality photo of the products.
  • The contract of delivery or authority.
  • Foreign certificates, including for raw materials, which are available.

Additional materials may be required upon request.

05
How do I find out if I need conformity certification?

To do this, it is necessary to determine which regulatory documents — technical regulations of the Customs Union, Resolutions of the Government of the Russian Federation — regulate the turnover of specific products and what standards it must comply with.

In order not to waste time studying numerous regulations, but to quickly get an answer, send a request to the relevant organization.

06
Which is more expensive: declaration or certificate of conformity?

The cost of the certificate is more than the declaration.

07
What is the difference between a certificate and a declaration of conformity?

When declaring, the responsibility for confirming the conformity of products lies with the applicant. He independently uploads the collected documents to the electronic register, signs the EDS declaration.

When certifying goods, the responsibility is shared with the applicant by the certification center, which evaluates the submitted documents and sample. At the end of the research, the specialists transfer all the materials to the archive and register the certificate.

08
When do they issue a certificate of conformity for products?

For imported goods — before customs clearance. We recommend that you issue permits before sending imported goods, attaching them to shipping documents (TSD). For domestic products, a certificate of conformity is issued immediately after production before sale.
