The Federal Law «On Customs Regulation in the Territory of the Russian Federation» of July 28, 2018, introduced mandatory labeling for certain groups of goods: perfumes, car tires and tires, clothing made of natural and eco-leather, knitwear, coats, jackets, raincoats, fur coats, home textiles, among others.
From January 1, 2021
The circulation of unmarked light industry goods is prohibited. Participants in the turnover of goods will be obliged to enter information on the labeling of light industry goods, as well as on their introduction, circulation, and withdrawal from circulation into the "Honest MARK" system.
Until February 1, 2021
Labeling of remnants, unsold before January 1, 2021, is allowed.

ATC C&L provides labeling services for goods that are allowed into Russia on behalf of the customer. The result is at consolidation warehouses in the country of shipment or at a customs warehouse when importing into the Russian Federation using special software. The service life of the labels is 5 years — during this time the code will be read by the scanner without problems if there is no damage to the label.

Why do you need to label goods when importing?
When marking goods with identification means, a label is affixed to them, which contains all the information about the product:

Product parameters: size, color, other characteristicsThe main goal of the procedure is to prevent the entry of counterfeit products into the Russian market. Using the label, regulatory authorities determine the product’s compliance with established standards and quality requirements.
International labeling requirements
f the imported cargo does not have marking labels in accordance with the CU TR, it is necessary to order labeling before putting the goods into circulation. We do this when the product goes through the «customs warehouse» (IM70). This procedure is provided for by Decision No. 711 of the Customs Union of July 15, 2011.
Primary requirements:
Applying 100% of the sign — it cannot be divided into fragments
Readability of all elements
Arbitrary sizes in compliance with proportions
High resistance to destructive factors If the cargo is certified in accordance with GOST R, the PCT mark is placed on it. If there is voluntary certification, the corresponding designation is applied under the PCT sign. The EAC mark is applied after receiving a certificate in the system of Technical Regulations of the Customs Union.
List of goods subject to mandatory labeling
At the moment, there are 13 product categories (see table) that are subject to mandatory labeling. For 2 of them (fur products and alcoholic beverages), the requirement to apply unique identification codes is already in effect; for 9 — introduced this year; for another 2 — the dates have not yet been precisely established.

As the project progresses, the deadlines established by Order 792 may change. The list of goods subject to mandatory labeling will continue to expand in the future. A full-scale reform of the industry is planned to be carried out within 5 years (2019–2024).
The meaning and technology of product labeling
Labeling means applying a unique identifier to the packaging or the product itself. Typically, this is a two-dimensional Data Matrix barcode. This identifier contains detailed information about the product: manufacturer's name, brand, date and time of manufacture. The code is read using a 2D scanner integrated with the government information system (GIS). Wholesalers check codes and note the facts of acceptance and shipment in GIS.
Retail stores do the same. Thus, the state gets the opportunity to track the entire path of movement of goods from the manufacturer to the final consumer.
ATC C&L product marking — customs clearance without fines or delays
Marking labels are applied at consolidation warehouses in the country of departure, at factories during production or at a customs warehouse.
The range of services includes:
- assistance in registering in the «Honest Sign» — information and technical support;
- determination of the HS code;
- printing, gluing labels on products — we use paints that are resistant to fading and abrasion;
- submission of declarations IM70 and IM40.
