List of goods subject to mandatory labeling
At the moment, there are 13 product categories (see table) that are subject to mandatory labeling. For 2 of them (fur products and alcoholic beverages), the requirement to apply unique identification codes is already in effect; for 9 — introduced this year; for another 2 — the dates have not yet been precisely established.

As the project progresses, the deadlines established by Order 792 may change. The list of goods subject to mandatory labeling will continue to expand in the future. A full-scale reform of the industry is planned to be carried out within 5 years (2019–2024).
The meaning and technology of product labeling
Labeling means applying a unique identifier to the packaging or the product itself. Typically, this is a two-dimensional Data Matrix barcode. This identifier contains detailed information about the product: manufacturer's name, brand, date and time of manufacture. The code is read using a 2D scanner integrated with the government information system (GIS). Wholesalers check codes and note the facts of acceptance and shipment in GIS.
Retail stores do the same. Thus, the state gets the opportunity to track the entire path of movement of goods from the manufacturer to the final consumer.
ATC C&L product marking — customs clearance without fines or delays
Marking labels are applied at consolidation warehouses in the country of departure, at factories during production or at a customs warehouse.
The range of services includes:
- assistance in registering in the «Honest Sign» — information and technical support;
- determination of the HS code;
- printing, gluing labels on products — we use paints that are resistant to fading and abrasion;
- submission of declarations IM70 and IM40.
