Mandatory marking of tires imported and manufactured in Russia was created to protect consumers from dangerous and counterfeit products. Tire marking functions:
Wholesale and retail companies have completely switched to mandatory tire labeling with DataMatrix 1.03.2021 codes. Now they are prohibited from turnover and storage of tires without datamatrix.
Government Decree No. 792-r of 28.04.2018 of the Russian Federation provides a list of tires that manufacturers and sellers need to label:

The marking includes: for the product code — 14 characters, serial number — 20, verification key — 4, verification code — 44.
Only a person registered in the territory of the Russian Federation can label products. That is, a buyer, importer or manufacturer with a branch in Russia. Moreover, it is necessary to physically mark the goods before they cross the border. In most cases, the buyer marks the tires. So that he does not have to travel outside the country to apply codes to tires, he can order a turnkey tire marking service from a logistics company, including ATC C&L.
It is necessary to label the product before it crosses the border, or at the customs warehouse.
Procedure for actions if the products are marked for the first time:
Step 1. Order the date matrix in an «Honest Sign».
Register with the «Honest Sign» and request the release of tire marking codes. Specify for what purpose — for the import of products. It is possible to register in the IC CHZ only with the CAP.
Step 2. Register in GS1 RUS.
Codes are ordered with a GTIN received by the importer (a legal entity or sole proprietor registered in Russia) in GS1 RUS.
For the purpose of registration, the Russian importing company, which is listed in the CZ, poisons GTIN in GS1 RUS and describes the tire. GTIN a day after being sent to GS1 RUS enters the CHZ and becomes available to the importer as the basis for ordering the date matrix.
Step 3. Apply marking codes
The manufacturer, buyer or importer must apply the marking codes before crossing the border or at the customs warehouse. If you are unable to apply the marking codes yourself, contact a specialized company, for example, ATC C&L.
The procedure for applying marking codes is controlled by Government Decree No. 1956. Here are the key points:
Step 4. Enter the data in the customs declaration
At the customs, tires are issued according to the Decision of the Customs Union Commission No. 257 dated 20.05.2010 «On the form of a declaration for goods and the procedure for filling it out».
Step 5. To introduce the data matrix into circulation
After the customs procedure for the release of tires for domestic consumption, it is necessary to start the turnover of the data matrix before the goods are shipped. The tire that has not been put into circulation, according to the law, is counterfeit.
The main mistake is an incorrectly designed label. To be sure that the data is filled in correctly, it is recommended to contact a specialized certification center. Deviations from generally accepted rules are not allowed in this case. The advantages of cooperation with a qualified contractor are speed and quality.

Manufacturers and sellers, selling unmarked tires, violate Part 2 of Article 15.12 of the Administrative Code of the Russian Federation and must pay fines.
The fine for the production of tires without a data matrix can reach 100,000 rubles for legal entities and 10,000 rubles for officials.
The maximum fine for transportation, storage, sale of tires without marking for legal entities is 300,000 rubles, for officials 10,000 rubles. When selling an unmarked tire, a citizen risks paying a fine of 2-4 thousand rubles.
