What is wheelchair labeling for
When finished products are imported into Russia, according to the law they are labeled to control turnover and protect consumers from counterfeit. At the same time, Data Matrix codes are used, which are sent to the information system «An Honest Sign». In accordance with the codes, the system records information about the product, such as:
product name
manufacturer country
information about the manufacturer, including its address
brand name
information about the importer
characteristics of wheelchairs, etc.
 

Mandatory labeling of wheelchairs imported and manufactured in Russia was created to protect consumers from dangerous and counterfeit products. Wheelchair marking functions:

  • Information. Implements access to information about the manufacturer, importer, and product.
  • Identifying. Helps to determine whether the wheelchair meets the quality requirements, standards.
  • Motivational. Increasing the level of customer confidence in the manufacturer and seller, as a result, sales growth.

When does the marking of wheelchairs begin to take effect?

The goods of this group have been voluntarily labeled in Russia since 1.09.2019 . The experiment on marking these products with a manual drive was completed on 1.12.2020, with an electric one — 1.07.2021. The start date of mandatory labeling of these products has not yet been determined by the government.

Wheelchairs subject to marking

The application of datamatrix to such products and the use of codes is regulated by Government Decree No. 1028 of August 7, 2019. The resolution provides a list of goods that manufacturers and sellers need to label:

The marking includes: for the product code — 14 characters, serial number — 20, verification key — 4, verification code — 44.

Who performs the labeling of goods when imported into Russia

Only a person registered in the territory of the Russian Federation can label products. That is, a buyer, importer or manufacturer with a branch in Russia. Moreover, it is necessary to physically mark the goods before they cross the border. In most cases, the customer marks the wheelchairs. So that he does not have to travel outside the country to apply codes to wheelchairs, he can order a turnkey wheelchair marking service from a logistics company, including ATC C&L.

How to label imported goods

It is necessary to label the product before it crosses the border, or at the customs warehouse.

Procedure for actions if the products are marked for the first time:

Step 1. Order the date matrix in an «Honest Sign».

Register with the «Honest Sign» and request the release of wheelchair marking codes. Specify for what purpose — for the import of products. It is possible to register in the IC CHZ only with the CAP.

Step 2. Register in GS1 RUS.

Codes are ordered with a GTIN received by the importer (a legal entity or sole proprietor registered in Russia) in GS1 RUS.

For the purpose of registration, the Russian importing company, which is listed in the CZ, poisons GTIN in GS1 RUS and describes the wheelchair. GTIN a day after being sent to GS1 RUS enters the CHZ and becomes available to the importer as the basis for ordering the date matrix.

Step 3. Apply marking codes

The manufacturer, buyer or importer must apply the marking codes before crossing the border or at the customs warehouse. If you are unable to apply the marking codes yourself, contact a specialized company, for example, ATC C&L.

The procedure for applying marking codes is controlled by Government Decree No. 1956. Here are the key points:

  • The identification tool is applied to wheelchairs, packaging, label, tag by a method that does not allow disconnection of the identification tool.
  • When selling a set of products, it is necessary to apply the date matrix both on the packaging or label of the set and on the packaging of the product in it.
  • The code cannot be applied to a transparent wrap film or other outer wrapping material and overlaid with other information.
  • When selling a set that is not subject to analysis, for example, bed linen, then you can limit yourself to putting a code on the packaging.

Step 4. Enter the data in the customs declaration

At the customs, wheelchairs are issued in accordance with the Decision of the Customs Union Commission of 20.05.2010 No. 257 «On the form of a declaration for goods and the procedure for filling it out».

Step 5. To introduce the data matrix into circulation

After the customs procedure for the release of wheelchairs for domestic consumption, it is necessary to launch the data matrix turnover before the goods are shipped. A wheelchair that has not been put into circulation is, by law, counterfeit.

Basic marking errors, penalties

The main mistake is an incorrectly designed label. To be sure that the data is filled in correctly, it is recommended to contact a specialized certification center. Deviations from generally accepted rules are not allowed in this case. The advantages of cooperation with a qualified contractor are speed and quality.

There are the following situations:

  • the date of production of the drink is specified, but the date of its bottling is not specified;
  • the information about the product is incorrectly or incompletely reflected, for example, the nutritional value of the imported sausage is not indicated;
  • there is no data about the manufacturer, and this is a gross mistake;
  • there is no data on the shelf life and at what temperature conditions to store products, which is especially important for food products, medicines and cosmetics;
  • the marking was carried out without complying with the requirements of international regulations.

Manufacturers and sellers, selling unmarked wheelchairs, violate Part 2 of Article 15.12 of the Administrative Code of the Russian Federation and must pay fines.

  • Fine for legal entities from 50,000 to 100,000 rubles with confiscation of products
  • Fine to officials from 5000 to 10,000 rubles with confiscation of products
